From what we could see, they did. It cut through their wards fairly efficiently.
Are there any whispers on if it's retaliation from Thorne itself against the coup, or the Cities? It feels like something the Cities would pull off, except that they've avoided Nott this time around.

there's too much panic right now to tell if anything has basis or not some think the free cities is to blame, other think its those still loyal to the queen
